
Lionel E. Rubio is a shareholder with the law firm of Winderweedle, Haines, Ward & Woodman, P.A., practicing in the firm's Winter Park office. He practices in the firm's Real Estate and Land Use practice area, representing clients with regard to residential and commercial real estate transactions, land use, and development matters. As part of his practice, he routinely advises clients regarding the acquisition and sale of real estate, negotiates and drafts contracts, prepares documents, including developer's agreements, governing documents and condominium documents, assists clients in obtaining zoning approvals, permits and other development entitlements, negotiates with public officials and agency staff, advises on regulatory issues, and challenges unreasonable conditions, exactions and delays. He also has substantial experience representing public sector clients, having served as City Attorney for the City of Winter Garden; assistant City Attorney for the cities of Winter Garden, DeBary, Belle Isle, and Winter Park; and special counsel for the cities of Orlando and Winter Garden, as well as the Winter Park Community Redevelopment Agency, St. Johns River Water Management District, and the DeBary Charter Review Committee.
Mr. Rubio attended the University of Central Florida where he received his B.S.B.A., majoring in finance, in 1989. While working as a commercial real estate appraiser in Orlando, he attended the University of Florida where he received his M.A. in real estate and urban analysis in 1994. He obtained his J.D. from the Florida State University where he graduated with honors in 1998.
Mr. Rubio currently serves on the executive Board of Directors for the Winter Park Day Nursery, Inc. He is also a member of the National Association of Industrial and Office Properties, Environmental and Land Use Section of the Florida Bar, and the Hispanic Chamber of Commerce.
